"Can CRUD Permission Sets" Not Working As Expected

Overview: The permission set for enabling CRUD of permission sets (called "Can create, edit and remove permission sets") controls whether you see the plus icon in Settings for permission set CRUD. That's good, but, once you have the plus icon, you can create the set but not add any actual permissions to it. Additionally, according to this spreadsheet, you shouldn't even see the "Permission sets" link in Settings unless you have this permission.

Since there are a number of issues here (in demo-test), I am just going to list them out instead of writing repro steps. See screeshots for more info.

• Unless I have been assigned "Settings (Users): Can create, edit and remove permission sets", I should not be able to see the Permissions sets link under Settings > Users
• If I have been assigned "Settings (Users): Can create, edit and remove permission sets" I should be able to:
  • See the Permissions sets link under Settings > Users
  • See the plus icon to create a new permission set (this is already working)
  • Click the plus icon to create a new permission set (this is already working)
  • Assign and unassign permissions to the set
