Add Last Updated Record Metadata to Permission Set Form

Purpose: To add the standard "record metadata" to the permission set form so it is consistent with other records in FOLIO.

Use case:
As a user who is reviewing a permission set record, I want to know who last updated it and when so that I can reach out to them if I have questions about what I see or if I am surprised that it was recently updated

Scenarios:

1. Scenario
   • Given the view mode of the permission set form at Settings > Users > Permission sets
   • When displayed
   • Then the standard record metadata should appear at the top of the form

   • Given the edit mode of the Permission set form at Settings > Users > Permission sets
   • When displayed
   • Then the standard record metadata should appear at the top of the form

   • Given the create mode of the Permission set form at Settings > Users > Permission sets

   • Then the standard record metadata should NOT appear at the top of the form
