details pane does not check loan-details permission

Description: The user-details pane does not correctly check loan-details permissions before trying to retrieve a user's loans.

Expected behavior: A user with view-user permission, but not circulation.loans.collection.get, would not net see the loans accordion when viewing a user's detail page.

Actual behavior: A user with view-user permission, but not circulation.loans.collection.get, receives an error message when viewing a user's detail page.
