Display effective location in loan details & loan history

Purpose: To update location as it exists on loan history & loan details to reflect item's effective location (UIIN-196).

User story: As a circulation staff member, I want to see the effective location for the item, so I can know what location has been used to determine loan policy for the item.

Scenarios:

1. Scenario
   • Given an item
   • When that item is loaned,
   • Then display the item's effective location in the Location field of a user's open loans
2. Scenario
   • Given a loan
   • When that item is loaned,
   • Then display the item's effective location on loan details in the Location field.
