Patron Group Delete Button Should Display Disabled When PG Is In Use

    Description

      Steps to repro:

      1. Log into folio-snapshot-stable
      2. Go to Settings > Users > Patron Groups

      Expected: Per UIU-364 the delete icon should display disabled with rollover text when the patron group is in use

      Actual: The delete icon is not displaying at all
