Modal doesn't show any users in Checkout

• Visit http://folio-testing.aws.indexdata.com/checkout
• Click "Patron look-up" to bring up the find-user modal.
• Begin typing into the Search bar. No users are shown.
• Click a filter checkbox. No users are shown.
