"+ Add" buttons do not appear for Proxy/Sponsor editor

I'm trying to work on UIPFU-8 but I can't replicate the problem because I can't get into the add-a-proxy-user function. Here's what I am doing on my development box:

• Go to http://localhost:8080/
• Start the Users app.
• Search for "d".
• Click on diku_admin.
• Click Edit.
• Open the Proxy/Sponsor accordion.
• There are no buttons.

Note that this does work correctly on folio-staging, so it seems to be only a dev-environment issue.
