Error Saving User with Empty Address (ERROR: in module @folio/users, operation PUT on resource 'selUser' failed, saying: Internal Server Error, Please contact System Administrator or try again)

Steps to repro:

1. Log into folio-snapshot-stable
2. Go to Users
3. Edit any user
4. Scroll down and add a new address block but don't select or populate anything
5. Click update user

Expected: Should save without error. Empty address block is discarded. Should display UI validation error as opposed to server error.

Actual: Get error: ERROR: in module @folio/users, operation PUT on resource 'selUser' failed, saying: Internal Server Error, Please contact System Administrator or try again
