Clicking Loan Details in Actions Menu on Loans Renews Loan

Steps to repro:

1. Log into http://folio-snapshot-stable.aws.indexdata.com/
2. Go to Users and select a user that has some loans
3. Click the Open loans link in the user record to open the Loans page for the user
4. In the actions menu (...) select Loan details to drill into the Loan details page

Expected: Loan details page should open

Actual: Loan is renewed
