Filters switch places on app load and then return to their original place

Steps to repro:

1. Log into folio-testing
2. Go to Users and select a user to view details
3. Go to Inventory
4. Go back to users and watch the patron group filter in the sidebar

Expected: Filter values should not change position

Actual: Filter values change position/order

Additional info: You might need to click back and forth between Inventory and Users a couple of times to repro this.
