Parentheses shouldn't display when there is no description for a patron group

    Description

      Steps:

      1. Log into folio-testing
      2. Go to Settings > Users > Patron groups
      3. Edit a patron group and remove the description
      4. Now go to Users app
      5. Edit any user and open the Patron group menu

      Expected: Patron groups without descriptions should not display "()" in the patron group menu

      Actual: Patron groups displaying with "()"
