Error when creating a patron group without a description

    Description

      1. Log into folio-testing
      2. Go to Settings > Users > Patron groups
      3. Add a new patron group but don't specify a description

      Expected: Should save without error (description shouldn't be required)

      Actual: Throws error

      Additional info: Description doesn't appear to be required when you edit a patron group and remove the description before saving.
