Can't Add Permissions to Permission Sets

Steps:

1. Log into folio-testing
2. Go to Settings > Users > Permission sets
3. Create a new permission set or edit an existing one

Expected: Should be able to add and remove permissions to the permission set

Actual: There is no longer a mechanism by which permissions can be added. See attached screenshot.
