Loans Table Too Big - Loan Actions Menu is Off the Page

Steps to repro:

1. Log into folio-testing
2. Go to a user that has some loans
3. Click Open loans to view the Loans page

Expected results: The entire Loans table should display on the page and the menu (elipses) containing the ability to Renew and view Loan Detailsshould be visible without horizontal scrolling.

Actual results: The table is too large and the elipses is only accessible with scrolling.
