Create Request setting permission - Settings (Circ): Can view and edit Item not on shelf

Purpose: Create new permission, Settings (Circ): Can view and edit Item not on shelf

User story statement(s):

As a library administrator,
I want to enable certain staff to be able to view and edit Circulation settings

Scenarios:

1. Scenario:
   • Given a User with the permission Settings (Circ): Can view and edit Item not on shelf
   • When the user logs into FOLIO
   • Then the Settings app is available in the universal header/dropdown
2. Scenario:
   • Given a User with the permission Settings (Circ): Can view and edit Item not on shelf
   • When the user clicks on the Settings app
   • Then the Circulation area of Settings is visible 
3. Scenario:
   • Given a User with the permission Settings (Circ): Can view and edit Item not on shelf
   • When the user clicks Settings > Circulation
   • Then the Requests area of Settings with the following sections is visible AND can be selected (edited) 
     • Request cancellation reasons
     • Request policies
     • Title level requests
     • Item not on shelf
