Claim returned: when actual cost item is claimed returned, if actual cost has not yet been billed remove the table entry from the Lost Items Requiring Actual Cost processing page

Overview:
As of Nolana we are now creating table entries for the "Lost items requiring actual cost" processing page. In Orchid it will be possible to bill the actual cost on this page. A fee/fine record with a Fee/fine type of "Lost item fee (actual cost)" will be generated. Currently if an item is claimed returned the lost item fees will be refunded (if paid or transferred) and then suspended. With actual cost we will be billing manually via the "Lost items requiring actual cost" processing page. It will be possible for an item to be claimed returned while it is waiting to be billed the actual cost. We must stop this by deleting the "Lost items requiring actual cost" processing page table entry (so that actual cost will not be billed after all).

Scenarios:

1. Scenario
   • Given a lost item to be billed actual cost with Lost item fee (actual cost) not yet billed
   • When the item is claimed returned
   • Then...
     • Cancel the "Lost items requiring actual cost" processing page table entry (aka actual cost record) so that actual cost will not be billed after all, setting Additional information for staff to "Lost item claimed returned"
     • Set flag so that loan isn't closed (Vega is working on this now)

Note:
Holly originally had this story deleting the actual cost record, but they are never deleted (at least, not automatically). They should be cancelled instead.Vega has created a dedicated API in mod-feesfines that UNAM should use to cancel actual cost records.
