Systems error when attempting to create a new fee/fine if logged in user isn't logged into a service point

Important note: User should not be able to do any fee/fine activities without a Service Point set.

Steps to Reproduce:

1. Log into Nolana BugFest with admin permissions
2. Make sure logged in user doesn't have service points assigned
3. Open a patron's User Details page
4. Press on Create Fee/Fine button or select "Create fee/fine" from the Users ACTIONS menu.

Expected Results:
Message appears stating that user must be logged into one or more service points, as shown below...

Actual Results:
"Something went wrong" error as shown below...

("Error details" have been added as a Comment below)

Additional Information:

• Also happens when attempting to create a new manual fee/fine from within loans, etc.
• Also "View fees/fines" from User Details is not working.
• Likely none of the various options work.
