"Fee/fine owner is required" warning message does not appear when click "Select service point(s)"

Important: This works in Morning Glory BugFest but not Snapshot. Will likely not work on Nolana BugFest either.

Preconditions: 

A user with following permissions is logged in:

• Users: Can view user profile
• Users: Create and download Financial transaction detail report

Steps to reproduce:

1. Go to "Users" app
2. Click "Actions" button -> Select "Financial transactions detail report (CSV)" option
3. Select any date in "Start date" field
4. Click "Select service point(s)" dropdown 

Expected result:

"Fee/fine owner is required" warning message appears below the "Select fee/fine owner" dropdown

Actual result:

Warning message does not appear
