Start date and End date are not specified with current date when open Financial transaction detail report

Preconditions: 

A user with following permissions is logged in:

• Users: Can view user profile
• Users: Create and download Financial transaction detail report

Steps to reproduce:

1. Go to "Users" app
2. Click "Actions" button -> Select "Financial transactions detail report (CSV)" option

Expected result:

• "Financial transactions detail report" modal appears
• "Start date" field is set to current date
• "End date" field is set to current date

Actual result:

• "Financial transactions detail report" modal appears
• "Start date" field contains placeholder "MM/DD/YYYY"
• "End date" field contains placeholder "MM/DD/YYYY"
