open-loan count is incorrect when > 1000 open loans exist

Overview: The open-loans count on the user-details pane and open-loans pane is inaccurate if the user has > 1000 open loans.

Steps to Reproduce:

1. Create a user with > 1000 loans, e.g. from lotus-bugfest
2. Observe the value on the closed "Loans" accordion
3. Observe the value on the open "Loans" accordion
4. Click the "1000 open loans" link
5. Observe "1000 records found" below the "Open loans | Closed loans" pills

Expected Results: Accurate loan counts, i.e. 1506 in the case of this patron
Actual Results: Inaccurate loan counts, i.e. 1000
