Additional scroll bars appear in "Select Permissions" modal

Overview: When user click on permission or checkbox, the additional scroll bars appear and disappear.
Steps to Reproduce:

1. Log into snapshot FOLIO environment as admin User: diku_admin / admin
2. Navigate to "Users" app.
3. Find any user with status "Active" and open it.
4. Click on "Actions" button and select "Edit" option.
5. Scroll down to "User permissions" accordion button >> click on it >> Click on "Add Permission".
6. In the open modal window, assign some permissions to the user.

Expected Results: No additional scroll bars appear when user clicked on any clickable element.
Actual Results: When you click on any clickable element appear an additional scrollbar. And window content shifts.
Additional Information:
When user zoom out and zoom in, when the "Select Permissions" modal display, an error appears.
