Permission duplicates in "users" module

    Description

      Steps to Reproduce:

      1. Go to Users > User details > Edit > Add permissions . Works for any user.
      2. View existing list of permissions in the modal
      3. Try add some permission, start for example: "bulk".
      4. All permissions in list, now have duplicates. See screenshot
      5. Once saved, the list of permissions in the User detail view also shows all permissions as duplicated. See screenshot

      In the same time - Settings > Users > Permission Sets > Permission Set details > Add permissions doesn't have duplicates

      Expected Results: No duplicates
