Search Users - Unqualified Search

Purpose: Implement unqualified, google-like search across all User fields. Since matches against some fields are more relevant than others, implementing this search will require special sort logic. For this reason, we are implementing narrower searching for the initial increments of this feature (see LIBAPP-55)

As a library administrator who is working with the Users app
I want to be able to search across all User fields
So I can locate users based on whatever metadata I have (e.g. address, email etc)
