"Fees/fines incurred" on "Loan History" should show decimal places like it does on "Loan Details"

    Description

      Currently "Fees/fines incurred" only includes decimal places is there is a value in the decimal place (e.g 12.34).  If there is not, the value appears with out a decimal place (e.g. 12 instead of 12.00).  The decimal places should always appear.  See attached screen print for more info.
