Patrons not being refunded for lost item fees paid before item is marked as "Claimed returned"

    Description

      Note:  This bug has a priority of P3 because it is unlikely that a patron will pay lost item fees before they claim to have returned an item.  Any transferred lost item fees are being refunded as expected.

      Overview:  When an item is marked as claimed returned, any lost item fees (Lost Item Fee and Lost Item Processing Fee) paid by the patron or transferred to a Transfer Account should be refunded.   The transfers are now being refunded, but not the payments made by the patron.

      Steps to Reproduce:

      1. Log into https://bugfest-juniper.folio.ebsco.com/ (Juniper BugFest) as an admin user
      2. Follow steps as provided in attached spreadsheet Claimed-returned-refund-test-cases_JUNIPER BUGFEST.xlsx.

      Expected Results:  All payments and transfers for aged to lost fees are refunded after an item is claimed returned.

      Actual Results:  Payments for aged to lost fees are not refunded to the patron after an item is claimed returned.  Transfers are being refunded properly.
