Permissions modal: Search is not working

1. Go to https://bugfest-iris.folio.ebsco.com/
2. Go to Settings > Users > Permissions
3. Create a new permission set
4. Click Add permission
5. Permission modal displays
6. enter 'settings' in the search box

Expected outcome: Search permissions and permission set names
Actual outcome: Search is not conducted AND Permission Types filter is no longer present

This is not reproducible on snapshot and the only difference is snapshot includes the permission type filter and Iris does not
