Claimed returned fees not being suspended and not displayed properly

This needs to be fixed by June 28 for the start of bugfest!

Overview:  After marking an item as claimed returned, the fees/fines are not showing as  "suspended" in Fees/Fines or Loans. Also, the User Details page is only reporting on 2 of the suspended fees.

Steps to Reproduce:

1. Log into SNAPSHOT as an admin
2. Loan out two items to a patron that are due in 1 minute and will aged to lost in 1 minute, charging the patron a Lost Item Fee of 100.00 and a Lost Item Processing Fee of 25.00
3. After both items have aged to lost and been billed the 125.00 in lost item fees, mark the items as claimed returned
4. View the page to see that the 2 items have a status of claimed returned (see attached screen print Claimed-returned-test1.jpg, which shows 4539876054382 and 4539876054383 as claimed returned)

Expected Results:

5.  The 2 Lost Item Fees and 2 Lost Item Processing Fees all show as "Suspended" in Fees/Fines History and Fee/Fine Details (and the Fees/Fines History page displays "Suspended balance" of 250.00)

6.  The lost item fees show as "Suspended" in Loan History and Loan Details

7.  The User Details page displays[ "2 open loans|https://folio-snapshot.dev.folio.org/users/bec20636-fb68-41fd-84ea-2cf910673599/loans/open] (2 claimed returned)" and "4 suspended claim returned fees/fines (Total: 250.00)"

Actual Results:

5.  The 2 Lost Item Fees and 2 Lost Item Processing Fees all show as "Outstanding" in Fees/Fines History and Fee/Fine Details (and the Fees/Fines History page displays "Suspended balance" of 0.00)–see attached screen print Claimed-returned-test3.jpg

6.  The lost item fees do not show as "suspended" in Loan History and Loan Details–see attached screen print Claimed-returned-test1.jpg
