Claimed returned button should be inactive after item claimed returned

Steps to reproduce:

1. Login to Iris BugFest as admin.
2. Loan an item to a patron.
3. Allow the item to aged to lost and be billed a 100.00 set cost Lost Item Fee and a 25.00 Lost Item Processing Fee.
4. Transfer the Lost Item Fee to the Bursar, but leave the Lost Item Processing Fee as "outstanding." 
5. Claim the item as returned in Loan Details.

Expected results:

Claimed returned button becomes inactive after item is claimed returned.

Actual results:

Claimed returned button remains active after item is claimed returned, as shown in this screen print...
