Permission errors while opening User app

Overview:
Steps to Reproduce:

1. for user emelianov assign permissions (see screenshot  ...08.png)
   1. "Users: Can view user profile"
   2. "Users: Can edit user profile"
   3. "Notes: Can view notes"
2. Login to https://bugfest-iris.folio.ebsco.com/ and open Users app
3. Error (see screenshot ...35.png) pop up
4. enter emelianov into search field and press enter
5. 3 errors ( screenshot ...07.png ; ...26.png, and ...44.png) pop up sequentially
6. Open notes accordion and open Iris test note.
7. Close note.
8.  4 errors (screenshot ...14.png, ...33.png, ...50.png, and ...03.png) popup sequentially.

Expected Results: No errors should be visible
Actual Results: Total of 8 error messages are being displayed while trying to view a note
