Allowed to create manual patron block with expiration date of today, but block never displays in User Details

    Description

      Overview:  A user is allowed to enter a patron block with an expiration date of today, but the patron block doesn't display in User Details because it has already expired.

      Steps to Reproduce:

      1. Log into Iris BugFest instance as admin
      2. Find a user without a patron block
      3. Enter a manual patron block with an expiration date of today

      Expected Results:

      Not allowed to have an expiration date of today because manual patron blocks expire at 12:01 AM in the day they expire.

      Actual Results:

      Allowed to save patron block, but it never appeared on the User Details page
