Bad indication of loading in Loan page

Overview:

Loan details page

• sometimes shows "Requested loan couldn’t be retrieved" while loading general loan data (and sometimes it's a normal loading indicator)
• shows "The list contains no items" while loading the items**

Steps to Reproduce:

1. Log into https://bugfest-iris.folio.ebsco.com as folio/folio
2. Go to https://bugfest-iris.folio.ebsco.com/circulation-log?notice=Send
3. Turn on the network throttling in browser dev-tools
4. In the log entries list, scroll to the right, click on ellipsis button of any entry
5. Choose Loan details

Expected Results:

• "Loading" spinner while loading data

Actual Results:

• [sometimes] "Requested loan couldn’t be retrieved" while loading general loan data
• "The list contains no items" while loading the items
