"Notify patron" box not check marked for "New fee/fine" when default patron notice is set

Overview:  When I charge a patron a new fee/fine that is using the default patron notice, the "Notify patron" box IS NOT checked.  When I charge a patron a new fee/fine that is using a patron notice just for the fee/fine type, the "Notify patron" box IS checked.**
Steps to Reproduce:

1. Log into https://bugfest-iris.folio.ebsco.com/ as an admin user
2. View Settings>Users>Fee/fine: Manual charges notice settings for fee/fine owner "Main Circ Desk", as shown below...
3. Create a new fee/fine for a patron that has a fee/fine owner of "Main Circ Desk" and a fee/fine type of "Carrel rental fee"
4. Notice that the "Notify patron" box is checked and that "Additional information for patron" appears, as shown below...
5. Create a new fee/fine for a patron that has a fee/fine owner of "Main Circ Desk" and a fee/fine type of "Locker rental fee"

Expected Results:

"Notify patron" box check marked and "Additional information for patron" appears

Actual Results:

"Notify patron" box appears, but is not check marked as shown below...
