Only 10 "Waive reasons" appear in the drop-down even if there are 11 or more existing

Overview: 

Only 10 "Waive reasons" appear in the drop-down of the "Waive fee/fine" modal even if more than 10 exist.

Steps to Reproduce:

1. Log into https://bugfest-iris.folio.ebsco.com/ as admin user
2. Go to Settings>Users>Fee/fines: Waive reason and enter more than 10 "Waive reasons"
3. Go to find a patron with an existing fee/fine, or create a new one for a patron
4. Attempt to waive the fee/fine.

Expected Results:

All "Waive reasons" appear in drop-down.

Actual Results:

Only first ten "Waive reasons" appear in drop-down
