Change password option does not appear in MY PROFILE even if permission is given.

In the bugfest.iris.folio.com environment
navigate to Active user Mame Dennis
Note that the user has the permission: Settings (My profile): Can change your local password
Expected result: you should see the Change password choice appear as it does in Snapshot

Actual result: the Change password choice is not available for MAme Dennis, or indeed, anybody.
