Patron with more than maximum number of items checked out is not being blocked--NO AUTOMATED PATRON BLOCKS WORKING

Overview: 

Patron is not blocked when she has more items checked out than allowed.

Steps to Reproduce:

1. Log into https://bugfest-iris.folio.ebsco.com/ as admin user
2. Set Patron Block Conditions as shown at https://bugfest-iris.folio.ebsco.com/settings/users/conditions/3d7c52dc-c732-4223-8bf8-e5917801386f
3. Set Patron Block Limits as shown at https://bugfest-iris.folio.ebsco.com/settings/users/limits/8a7ffe63-cc37-4309-a227-e35e88258552 (Maximum number of items charged out is set to 3)
4. Patron A2L 2, Holly has 4 items checked out, as shown in screen print below...
5. 

Expected Results:

Patron block in effect, with this message: Patron has charged out the maximum number of items for their patron group! Bring some back!

Actual Results:

Patron not blocked.
