Wrong error appears when attempting to create a duplicate Manual Charge for a Fee/Fine Owner

Overview: 

The behavior when entering a duplicate fee/fine manual charge is different than in Honeysuckle. Behavior is strange.

Steps to Reproduce:

1. Log into https://bugfest-iris.folio.ebsco.com/ as admin user
2. Go to Settings>Users>Fee/fine: Manual charges
3. Select a Fee/Fine Owner
4. Enter a Fee/Fine Type that already exists for the Fee/Fine Owner

Expected Results:

• SAVE button not active

• SAVE button active
• Error message as shown below...
