Able to enter duplicate Fee/Fine Type for "Shared" Fee/Fine Owner

Overview: 

We are now able to enter a duplicate fee/fine owner.   **   Previously this was not allowed.

Steps to Reproduce:

1. Log into https://bugfest-iris.folio.ebsco.com/ as admin user
2. Go to Settings>Users>Fee/fine: Manual charges
3. Select "Shared" Fee/Fine Owner
4. Enter a Fee/Fine Type that already exists for one of the other Fee/Fine Owners

Expected Results:

Not allowed to save the Fee/Fine Type for "Shared" Fee/Fine Owner because it already exists for another Fee/Fine Owner.  On Honeysuckle BugFest instance this error message appears:  Fee/fine type exists for owner Fine Arts Circ Desk

Actual Results:

Able to add a Fee/Fine Type for "Shared" Fee/Fine Owner that already exists for another Fee/Fine Owner.
