Able to associate service point with "Shared" Fee/Fine Owner

Overview: 

We are now able to associate a service point with the "Shared" fee/fine owner.   Previously this was not allowed.

Steps to Reproduce:

1. Log into https://bugfest-iris.folio.ebsco.com/ as admin user
2. Go to Settings>Users>Fee/fine: Owners
3. Edit "Shared" fee/fine owner
4. Select an available service point for the Associated Service Point(s) field.

Expected Results:

Not allowed to save Associated Service Point(s) for the "Shared" Fee/Fine Owner.  In Honeysuckle BugFest instance this error message appears:  Associated service points not allowed for Shared fee/fine owner

Actual Results:

Able to save Associated Service Point(s) for the "Shared" Fee/Fine Owner.
