Note Edit Page - doesn't return to record page after click on `Save&Close` (only applies to Users app)

Overview: Doesn't work navigate back on `NoteEditPage` component for Users records
Steps to Reproduce:

1. Log into some FOLIO environment
2. Go to any User record
3. Go to Notes accordion
4. Click on any note `Edit` button (if record hasn't any note create new one)
5. Change note type/title/description
6. Click on `Save&Close` 

Expected Results:

Should return on record page as in eHoldings/Requests apps
Actual Results:

Navigate on note view page
