Balances display incorrectly on Fees/Fines History page (was "Outstanding balance displays incorrectly on closed fee/fines pane")

Below is the "Description" originally entered by Erin.  What she entered is correct, but the issue impacts more than just the CLOSED tab of Fees/Fines History.  On the Fees/Fines History page there are two displays for outstanding balance.  One is at the top of the page, under the patron name.  I will call these TOP BALANCES.  The other is on the left side of the page, under the search icon.  I will call these LEFT BALANCES.  See attachment FF-History-Balances1.jpg for an example.  LEFT BALANCES should display the balances for what is displayed on the page.  TOP BALANCES should display the total balances for the patron, regardless of what is displayed on the page.

Attachment FF-History-Balances1.jpg is an example of a correct display on the OPEN tab of Fees/Fines History.  The page has not been filtered, so all open fees/fines appear on this page.  The TOP BALANCES and LEFT BALANCES are equal.

Attachment FF-History-Balances2.jpg is an example of an incorrect display on the CLOSED tab of Fees/Fines History  The page is showing 0.00 for the LEFT BALANCES, which is correct, but it is also showing 0.00 in the TOP BALANCES.  This implies that the patron owes no fees/fines, when they actually have an total outstanding balance of 1977.00 and a total suspended balance of 20.00.

Attachment FF-History-Balances3.jpg is an example of an incorrect filtered display on the ALL tab of Fees/Fines History  The page is showing 200.00 and 0.00 for the LEFT BALANCES, which is correct, but it is also showing 200.00 and 0.00 in the TOP BALANCES.  This implies that the patron owes only 200.00 when they actually have an total outstanding balance of 1977.00 and a total suspended balance of 20.00. 

In order to reduce user confusion, we should also rename the TOP BALANCES and LEFT BALANCES.

• TOP BALANCES should be displayed as "Total outstanding balance" and "Total suspended balance", as shown on attached mock-up Totals-on-FF-History-New1.jpg.
• LEFT BALANCES should be displayed as "Outstanding balance for page" and "Suspended balance for page", also shown on attached mock-up Totals-on-FF-History-New1.jpg.

When the user puts a check mark next to a fee/fine row, this fee/fine is considered to be "selected."  In this case we display the "Selected" amount as well.  Please see attached mock-up Totals-on-FF-History-New2.jpg for an example of how this should look.

Overview: When a patron has multiple fines, some open, and some closed, the pane on the fee/fines page displays outstanding balance information incorrectly under the patron name. When you select to view the closed fee/fines, the Outstanding balance counter under the patron name says an outstanding balance of 0.00, even if the patron owes money.

This was replicated on FOLIO Snapshot 3-23-2021 and a local Duke install of Honeysuckle on 3-23-2021. Screenshots are from Snapshot.

Steps to Reproduce:

1. Log into some FOLIO environment as a user with permissions to manage fees/fines
2. Navigate to an existing user.
3. Charge two or more manual fines to the user.
4. Waive, mark as error, or take payment for at least one fine, for the full amount - moving it to a closed status.

Expected Results: When viewing the open pane, closed pane, and all fee/fines pane, the Outstanding amount under the patron's name at the top remains the same - the amount of money for open fines that the patron owes.
Actual Results: When you go to the closed pane, the Outstanding amount becomes 0.00, no matter what the patron actually owes when viewed on Open or All.
