Add new fee/fine reports as options to User Actions drop-down

Purpose:  Add Cash drawer reconciliation report and Financial transactions detail report to User Actions.

SCENARIOS

Scenario 1

• Given User search results page
• When Actions button pressed and user has Users: Create and download Cash drawer reconciliation report permission
• Then include Cash drawer reconciliation report as Actions option (as shown in attached mock-up 1-updated-actions-dropdown.png)

• Given User search results page
• When Actions button pressed and user has Users: Create and download Financial transaction detail report permission
• Then include Financial transaction detail report as Actions option (as shown in attached mock-up 1-updated-actions-dropdown.png)
