New Fee/Fine Creation Form Does Not Clear Out When You Charge the Fee/Fine

Overview:
Steps to Reproduce:

1. Log into folio-snapshot as any user with permission to create manual fees/fines for users
2. Click on the Users app in the navigation bar
3. Select a user
4. Open the Fees/Fines accordion
5. Click on the "New fee/fine" button
6. Enter the required information for the fee/fine
7. Click "Charge only" button

Expected Results:

The fee/fine is created, a success toast appears, and the operator is dropped back to the user's open fee/fine list.    previously entered fields are cleared so that the user can enter another fee/fine.  (Fee/fine owner could stay as it.)

Actual Results:

The success toast appears, the fee/fine is created, but the create form remains active with the data entered for the previous fee/fine still entered.  The operator can click "Charge only" repeatedly with the same results.
