Patron blocks do not appear for renew for automated patron blocks

Overview:
Steps to Reproduce:

1. Log into some FOLIO environment
2. Create new user
3. Check out 1 item for current user
4. Add any automated patron block that will affect current user
5. Open "open loans list"
6. Select loan by using checkbox and click Renew button from Top menu (UIU-2062_1.JPG)

Expected Results:

Should appear patron block modal UIU-2062_0.JPG
Actual Results:

Patron block modal not appear

In other case patron block modal appear (UIU-2062_2.JPG and UIU-2062_3.JPG)
