Loan Details no longer displays Fines incurred on SNAPSHOT

When a fee/fine is billed to a loaned item, the fine incurred amount is supposed to appear on both Loan History and Loan Details. Both should be the total amount of fees/fines billed to the loan, NOT the remaining balance for the fee/fine. There is another bug for a related problem at UIU-1969. It would be great if the fix for this error fixed both bugs.

On SNAPSHOT, the Fine incurred is no longer displaying on Loan Details. It is supposed to be a link to the Fees/Fines History page (if more than one fee/fine has been billed) or the Fee/Fine Details page (if only one fee/fine has been billed). Right now in SNAPSHOT there is no way to link from a loan to the associated fees/fines.
