"Save and close" button should be active immediately on refund report criteria modal

    Description

      Overview: The refund report modal does not have any required fields, so the "Save & close" button should be active when the modal opens. Users may want to see all refunds.

      Steps to Reproduce:

      1. Log into https://folio-snapshot.dev.folio.org/ as the admin
      2. Create come refund data so that refund report is able to be produced
      3. Select Users>Actions>Refunds to process manually
      4. Leave all search criteria blank

      Expected Results:
      "Save & close" button should be active

      Actual Results:
