Unable to select today's date for refund report

Overview: While testing the refund report, Holly noticed issues with the entry of the criteria. This is one of two issues. The other one is UIU-2032.

Steps to Reproduce:

1. Log into https://folio-snapshot.dev.folio.org/ as the admin
2. Create come refund data so that refund report is able to be produced
3. Select Users>Actions>Refunds to process manually
4. Select today's date as the "Start date"
5. Select today's date as the "End date"

Expected Results:
Today's date of 2020-02-02 shows up for "Start date" and "End date"

Actual Results:
The "Start date" and "End date" appear as 2020-02-01 (as shown in attached screen print Unable-to-select-today.png)

Additional Information:
No matter what date I select, the previous day appears.
