P2 Description
Purpose: To wire the users app up to the new translation mechanism so that we can change the locale setting in Settings > Org and see that the labels in Items are updated and display in German (more languages will follow).

Acceptance Criteria:
- Wire up translation mechanism so that all Users applabels and fixed menu values (non library-defined controlled vocabularies) are translated when new German is selected in Settings > Org
- This should include any settings related to Users in Settings
