Patron blocks (2) not clearing when they should be

Overview: While testing something else at https://bugfest-honeysuckle.folio.ebsco.com/, I noticed a patron had two patron blocks. One of the blocks involved a checked out item that was recalled, but the patron didn't have any items checked out. The other was for outstanding fees/fines, which I transferred to the bursar, making the outstanding fee/fine balance 0.00. The patron block still didn't go away.

1. Attachment 1-patron-has-two-blocks.jpg depicts how the user looked when I first found them. As you can see, they have a recalled item that has been overdue for too many days (message is "Someone is waiting for this item..."). This isn't possible given that the patron has 0 open loans. The fee/fine balance block is valid because the patron owes 2366.00 and the 'Limit' for their Patron group is 500.00.
2. Attachment 2-Well-after-ffs-all-transferred.jpg how the user locked after I transferred 2366.00 in fees/fines, making their balance 0.00.
3. Attachment 3-After-refresh.jpg shows that the blocks are still displaying after I refreshed the screen.

The blocks may go away if the 'Limits' are removed and then re-instated, but I wanted to leave the data as-is for a dev to research.
