Allow 0 as valid entry for Patron Block 'Limits'

      Description

      It would be great if we could fit this in for R1 2021, but if we can't it is not the end of the world...

      Right now we require a value of between 0.01 and 999,999.99 for the Maximum outstanding fee/fine balance 'Limit' and a value between 1 and 999,999 for the other 5 'Limits'. We need to change the validation to allow a value of between 0.00 and 999,999.99 for the Maximum outstanding fee/fine balance 'Limit' and a value between 0 and 999,999 for the other 5 'Limits'.       At least one library has expressed that they want their patrons blocked if they have 1 lost item. This means that the 'Limit' has to be '0' for the patron block to kick in after 1 item has been lost.

      If the 'Limit' is blank it will be assumed that there is no 'Limit' set for that particular 'Condition' and Patron group. If the 'Limit' is zero, it will be assumed that the a 'Limit' of zero should be enforced.
