Change 'Create at' to Service Point for Staff Info Only

    Description

      Currently the Created at field is set to the Fee/fine owner for 'Staff info only' actions. We need to change this to be the Service point, as shown in the attached screen print. We have already changed this for the other actions, such as payments, waives, transfers and cancellations.
